As the airfoil of the blades on squirrel fans is totally dependant on direction, reverse direction effeciency is so drastically lost
that you may not notice air on either side of the fan .[ unlike a prop style blade]
So I agree that fan cage polarity/direction is the most likely problem if the fan motor is running.....
