This is not an argument just some views from the Past on Public Education.

When I was going to School (in the area I lived in) Teachers still were able to exercise a lot of discipline in the Class and few Parents let their Kids get away with stuff at School.
Also at least in My area the Drug Culture had not gotten a hold of the Student Population as it has now.

Along with that the non-English speaking Immigrants Illegal or otherwise did not swamp the School System and the environment out side of School was one where you needed to know and use English on a daily basis encouraging People to learn to speak English.

So the Environment was such that things were not monitored like they were now.

Along with the above the USA was actually Manufacturing most of the things that People were buying and that meant that poorly educated or not you could get a Job and support yourself.

Also there was not a flood of Immigrants the already filled those jobs because the Economy was somewhat stable even in Mexico (that changed in the 1970s).

For a long time the Federal Government dolled out Money for Bodies moving through the System even if the did not learn.

The Economy worsened and the Federal Government started taking a harder look at what was happening to the Funds mainly due to Activist in the poorer Neighborhoods realizing there Kids did not have the skills to compete.

Manufacturing Jobs disappeared and Immigrants fill the Jobs that Kids graduating High School typically took making it harder to find all around to find a Job.

In order to get some minimally decent Paying job you needed to have some education or skill.

All the social and economical stuff came down on a School Systems that did not have the resources or know how to deal with them. And on top of that they are a Political Football.

Not unlike a peacetime Army that suddenly finds itself involved in a World War on all fronts School Systems on the whole have not been able to re-group.

Unlike in a World War where the War Effort becomes a force for organization the effort to fix Education except for isolated cases continues to fragment.
