That's not too bad Mike, it's only an effective rate of about 3% a year given inflation at around 4%. Here we're talking about scaling back on INCREASES. So instead of Increasing spending by a forecast 14.7%... (wha??!? 14.7%?) we're only going to INCREASE it by like 4%. One wonders why we have to even spend more than last year.
