Sounds like low speed relay problem. Check the connections on the receiver drier to ensure everything is properly connected. Try switching the low speed relay with the high speed relay to see if the problem moves. To check this quickly: switch the 2 relays around, start the engine and then unplug the coolant temp sensor on the engine block to see if one or both fans come on high speed.
