Hey Chris,

Is the fan that's constantly running for sure the one down in the console, and not the one mounted up in front of the dash? That console fan is associated with the AC system, and it recirculates the interior air rather than drawing fresh air into the car like the heater fan does.

I wonder if you have a switch not working correctly, either the AC switch in the console or the fan switch in the center dash panel.
