Yes, when my sister drove the 85 190D she called me one day and told me the key did not shut the engine off. It was the original actuator and it did not hold vacuum. I replaced it with the new one and it shut off perfectly. It had no problems prior, and the issue was sudden. If your brake pedal feels like it has power assist, and other vacuum things work OK, the actuator probably has a hole in it and won't hold pressure.
