They are actually rear fog lights, on my euro the right one is wired to come on when you pull the light switch all the way out and the amber light comes on in the middle of the switch. The left is not wired and doesn't even have a reflector in it. All cars in Europe have these rear fog lights by law, but the second light is optional I think.
