Thats what I was thinking. That car is maybe worth $4k if the owner fixes all those problems first and then sells it. As-is, I wouldn't pay more than $500 for it assuming the interior is in nice shape and the paint looks good. Sounds like the owner doesn't want to sell.
FWIW I recently sold a '97 E300 with 200k miles, very nice clean interior, shiny paint, ice cold A/C, all electronics work, no CEL, fully refreshed suspension and brakes, for $2700.
