It is not the fault of the police for responding. It is the fault of the person that caused them to respond.
First, the shop owners need to take responsibility for their OWN store security. That means INTERIOR and EXTERIOR video cameras connected to a DVR locked in a safe room. The store needs to be well lit at night, both interior and exterior. I've known a few store owners who brought in a security K9 guard dog to house sit when the store was closed. Seems bad guys don't like getting bit by a dog.

Next up would be to hire a private security service to drive by the property several times during night time hours.

Yes, all of this cost a few $$$ but get this; if they DON'T take reasonable precautions and become victims, their business insurance rates may SKY ROCKET!!!
