Check your clutch fan...
I was chasing a short in this circuit for weeks (check my posts a couple of months back).
Same symptoms, turning the key to II would fry fuse #10.
Finally, the problem was traced to a fried electromagnetic clutch.
Obviously, at this moment, your clutch fan, tach, etc aren't working.
At the front of the engine, you should see a 2 or 3 prong round sensor with a connector. This sensor should be the nearest one to the front of the engine and is the temp sensor for the fan clutch.
Pull the connector off, swap the fuse (#10), restart and see if the fuse blows. If it doesn't, it's the fan clutch. Cheap part, 20-30mins labour.
