Sub-Forum doesn't always appear

Is this normal...
The sub-forum Politics and Religion (under Off-Topic Discussions) doesn't always appear anywhere when I click into Off-Topic Discussions. It seems that it only shows up when new Politics and religion threads are started or new comments are posted (I think).
About 60% of the time it isn't there. I posted a picture showing what it looks like when it is there.
Just me?
