OM617 small amount of oil in wastegate hose

I parked my 300cd in late 2012. It’s running beautifully, same tank of fuel and everything.

But all that sitting has shown me that there’s an oil seepage at my boost controller in the wastegate hose.

When I remove the turbo u-tube, there’s a very slight amount of oil sitting in the turbo inlet body.

Is this a sign of blow by (my engine is excellent and has next to none via the oil cap off test) or a turbo seal?
