Have a look at a carb cut away, a vacuum advance port is actually slightly above the throttle blade and mostly at atmospheric pressure. When the throttle is opened far enough, the port is now below the throttle blade and exposed to engine vacuum.

While a carb is mechanically simple and analog, there are many subtle dynamics that naturally occur in operation that have to be programmed into an FI system.
