I don't have knowledge with this particular system; but, with any electrical system disconnecting potential current draws helps to find the problem. If you can, disconnect the starter trigger lead not the heavy battery cable. Tape the trigger lead so it cannot short to ground, replace the fuse turn the key to crank and see what happens. If the fuse blows it is not the starter, if it does not blow it is the starter.
Try this at your own peril...again I'm not familiar with the system but it is how i'd try to diagnose my own.
