On the W115 with OM616 there's no need for a "stop" lever under the hood - the gorilla knob on the dash will shut off fuel delivery when pushed to the "stop" position. This assumes the cable is adjusted properly and that the rubber block where the cable attaches to the IP is in good shape.
The pneumatically governed IP is a different beast. It does not use a vacuum signal to shut off fuel delivery like the later pumps. It is simpler and more reliable, IMHO.
