EBC pads are know for this, I have spoken to friends who have had similar complaints. The same thing also happened to me when I used them. I ended up also warping my new rotors.
Try PBR deluxe (available in fastlane top of page) or Axxis metalmasters or Axxis deluxe plus pads they're quieter and not as dusty by a mile and soooooo much cheaper.
