Sounds like the epoxy did not hold the woodruff key in position and popped out just enough and locked the cover. Since you can no longer use the paper clip, the only option appears to be Dremel + cutoff wheels to split the cover into 2 pieces. Not a fun job. Good luck!

He did not jb weld the woodruff key. He jb welded the button you depress to get the steering colum out of the bracket that holds it.
