When both gauges fail simultaneously it is usually due to the failure of the voltage regulator on the back of the instrument cluster. This regulator reduces the voltage to the two gauges to 10 volts. The reason for reducing the voltage is to prevent fluctuations in the gauge readings as the cars system voltage fluctuates during normal driving. 10 volts will give constant readings.
