You need to look up the difference between 'proof' and 'resistant'. No house is earthquake proof. Resistant, yes, proof, no. If a raging fire comes through your area, you house will be destroyed if the fire can reach your house. You would have to create a 50' or 100' air gap around your house with no combustible material.
Unless you pay cash for your construction, you will be getting home owners insurance. Should you live in an area where natural catastrophes happen (any where on earth) you may end up regretting the decision not having insurance.
