Insurance claim arbitration or attorney?

I have a RV that I went to use this spring. Upon inspection I found that mice had gotten into the unit and done quite a bit of damage. I contacted my insurance company and they paid payed to have it repaired or so I thought. I received the unit back after three months after they replaced the ceiling replaced the heater, a/c and bed. I went to fill the fresh water reservoir with water and found that it started tomfloood the inside of the trailer.

I took it back to the repair facility. They discovered that mice had gotten into the fresh water tank and chewed through the hose off the tank. The insurance company is saying that they will only pay $3,000 because they have reached the $17,000 maximum amount to repair the unit. I’m looking at $8,000 in repairs as it sits now.

I’m Not sure why they are telling me this. The unit probably should have been totaled initially. They should know that these types of things can turn into a can of worms. With that, I wonder if I really should have to take the loss since it was them that decided to fix it because they thought it would be cheaper to repair then to replace. It seems to me that they took a gamble and made a bad bet in this one.
