I have little diffirent settings, but your green is for the aux. fan...the fact that the fan works fine if you jumped it means either a defective switch (the green) or the pressure does not get to the point to activate the fan (low system pressure, bad compressor etc..., or the weather not hot enough to make the pressure builds up....
the other switch (down) is the compressor activation switch...it truns on the compressor if there is enough pressure (low but not very low)..and it cuts if the pressure getting very high..but it will connect back once pressure gets lower than the highest point...this extra protection was added after '86...so I do not know whether you have updaed one or not...
If you wait enough after turning the AC, the aux fan (low speed) will be activated eventually...if the system cools down nicely, this means the switch might be defective...
