Oil filter wrenches are typically for removing filters. They usually go on as tight as you can get them by hand. It's something like 3/4 to a full turn after the seal meets the contact surface. No more than that unless you read the Jiffy Lube training manual. So, no, there is no better tool for tightening this type of filter than your hands.

To be honest, I don't think the W126 CD manual comes with maintenance procedures as the W124 CD manual does. It could be that there's a torque spec on oil filters. I'll leave that for someone to contribute. FWIW, I don't think more than 5% of the folks on this forum tightens this type of oil filter to a torque spec if there is one.
