how are those shimmering reflections created? Is it in PSP or a standalone app?

While you can build those kinds of effects using graphics and animation programs (PsP ships with Animation Shop) - these days most of those types of effects are created with Java scripts (see: http://www.dynamicdrive.com/dynamicindex4/reflect.htm) or with flash animation/movies.
