I have the same problem, but have not yet fixed it.
According to posts I have read, and a note in the Ritter book, the problem is with the front cable. Bought one, but have not yet replaced it. It was only $19.

BTW, I have deferred this repair for years. The brake is not even close to grabbing at this height. It's just the annoyance of the red light on, and a sloppy pedal feel. Since I have a manual, it annoys me everyday...
