Dent Dr. sounds like some sort of "paintless dent repair" similar to Fix-a-Dent or others. They get behind the panel and try to pop the dent out leaving no or minimal evidence it ever existed. They actually work pretty well on areas where they can get behind the dented panel.

Though everyone has their own definitions, I would say that if a scratch/chip/etc had been airbrushed over just the scratch but not other areas then it is still original. To me, a repaint of a panel means a repaint or re-clearcoat of the whole panel in question.
