I have found that for really smeary (whether from caked bugs or that "wax" in the automatic car washes) windshields a mere glass cleaner will not be enough. You will need something with a very (very) fine abrasive. Some have mentioned Brasso, but I have had some success with a product called "No Touch Auto Glass Stripper" (The 'No touch' part is the brand name, not part of the application directions.) It is essentially a thin suspension of a very fine abrasive in what is probably an ammonia-based liquid (like Windex). It may take two applications. Don't get it on the paint. Do your windshield a third at a time and rinse frequently.
