For simple stuff, all you need is a cheap scanner. Fancy one have code & message translation, however, a simple manual (accompany the scanner) usually can do the same job :-)
OBD-II also have different communication protocols, just like cell phones come in CDMA, TDMA, iDen, and GSM. Mercedes, like any other import for the exception of Toyota uses the ISO protocol, Chrysler also uses ISO protocol. GM and Toyota use VPW, and Ford uses PWM.
