If you are sure the ATF and all are good, I would guess it is a bad vacuum modulator on the side of the trans .... or the vacuum connections to it.

Soemone posted a similiar complaint and it turned out to be the rubber tube between the vacuum line and the vacuum modulator. Hard and brittle, was the description.
