Dead glow plugs, for sure. I'd bet the PO just ignored the lack of a glow light and kept trying to start it till enough of the GPs were dead that it wasn't gonna go. You really have to have at least 4 or them working some to get it to start!

Replace all 5 -- I'd bet they are all dead. Should have about 0.6 to 0.8 ohm resistance when good.
