Jump starting from another battery won't blow the fuse unless you get the polarity wrong. Most OVP relay fuses are burned by jumping with a battery charger.
The Overvoltage Protection Relay is similar to a UPS (uninterupted power source) for a computor. In the OVPs case it is mostly concerned with voltage spikes. The way it works is there is a Zener diode internally on the voltage supply line. A zener diode is designed to be an insulator to current flow in either direction below a certain voltage. At that voltage it becomes a conductor. When a voltage spike comes along the part of it above the approved voltage is shunted to ground by the now conductive diode. If the current flow above that voltage is greater than 10 amps the fuse is burned.
