There is no static testing of ignition controllers. They are simple switching devices and all they do is open and close the circuit to the coil. THAT is easy to verify, just place a test light or quick voltmeter on the negative side of the coil. The voltage should go up and down as the battery voltage on the positive side is brought to ground on the negative side.

To test the device off the car one would have to power it up and introduce the triggering signal (which varies by car - it is an induced crank signal on a 300e) and then view the output; a switched position to ground.
