Why is the climate control wheel in degrees Celsius? Does this mean that the car is a Euro-Spec model?

Doesn't this mean the car was made for Europe.? I'll bet the car does not have the California emission controls. It may not be "gray market" but it won't pass the California smog certification without a lot of expensive modifications.
