I agree that it is important to scrape and clean the area to bare metal as best as possible.
I've used a product that binds to rust. It is a latex like paint that is brownish in color and turns black
when dry. I have used this on superficial
bubbley rust after scraping. Afterward used OEM
touch up paint over it. Works well so far.
Maybe it is a zinc product. I don't have the name.
This is o.k. for an E-Z fix on small spots
where aesthetics are not an issue.
Otherwise the roadrunner said it all!
