You are right about the '84 not having a trap but it does have some additional emissions stuff not installed in "Federal" cars that I believe is mostly EGR related. While I'm familiar only with the 123s, I think the emissions changes were pretty much the same across models. There are some additional slight differences from '83 to '84 but for the most part the '84 cars are pretty much the same. '85 is when the big changes were made, including a more advanced transmission that later appeared on the 124. As the long time owner of a California '85 123 wagon, I'd not hesitate in recommending a late, emission equiped car.
