Depending on what has been done to your car, I would start with overvoltage relay. Also testing of the sensors involved in keeping the idle circuit steady. There is a decel shut-off switch, idle contact, speed sensor( same as cruise) & air flow position sensor! A good tech should be able to figure what is happening with these sensors. Most common failures are decel & air flow, but any can cause similar problems.
