low noisy idle: help me test idle control valve

hi, I don't know if this also happens to you but at this point, my car is fine and runs well however when I stop either on "reverse" or "drive" like in stops or in long lines, the engine makes a loud noise that sounds like a stove boiling water because the RPM is around 600 approachng the level of a possible "stall." There are of course ways to alter the idle like for instance removing the short rubber hose that goes from the intake to the idle control valve, if I do this, the RPM gauge will go in "neutral" as far as 2200.

I suspect the idle control valve is bad, or I may have a leak despite I replaced many rubber and vacumm lines with newer ones from my parts car.

So, using a standard sears craftsman multmeter, what can I do?? maybe check for current in the wires???? or maybe testing the valve itself ???? thanks for any comments
