Thanks, I agree with you. The dealer has already confirmed that it is not a warranty item, and I had assumed such from the beginning. I think they just automatically do them both and probably haven't had anybody question them about it in the past. Anyway, I'll find out Monday when the service manager comes in (car's in the shop until they get the parts in to fix my front seat electric adjustment system under warranty). At this point I'd just as soon they didn't do anything if that's the way they are going to treat me. I'll take the money I'd spend with them, buy some better rotors, and put them on myself. I was going to have them do it primarily as a convenience to me.
