There is no electrical element to heat the air. Air is heated by going through the heater core, in which the engine coolant circulates. There is more heat at higher speed because there is more hot water circulating in the heater core and more air going through the outside air intake.
To temporarily stop/reduce your problem:
a) you need to stop the climate control fan from working. There is a 30amp. flat metal strip fuse located outside the main fuse box in a plastic enclosure. Remore the fuse. This fuse only controls the climate control fan.
b) Stop the hot coolant water from circulating through the heater core by closing the mono valve.
