Vacuum problems are quite common on these vehicles, the good news is if you fix one problem it may fix a couple other ones at the same time.

That does sound promising. Are you certain it is a front window grinding? I've never heard of those failing, but the rears are quite common to fail. The unit warps a little over the years, next thing you know the gears aren't meshing right.... It must be leaking where the IP (injection pump) meets the block. That gasket is quite a pain to replace but as long as the leak isn't that bad I wouldn't worry about it.

Yes a black pre-filter implies there is or at least was an algae problem. Unless it is starving the IP of fuel it shouldn't do that much with the acceleration. Sure after it is cleaned out and the injectors are running cleaner it'll help a little but don't expect a big improvement there.
