You can try your bottle jack routine again, but hit the side of the control arm with a hammer to "shock" it loose. Also, while applying pressure with the bottle jack (not enough to bend anything, just enough to tension it), hit the flange with an air chisel. If its a steel sleeve, that's similar to my Dodge pick-up's control arm bushings.
