190D hard starts

I have a 1984 190D with some serious hard morning starting.

Doing some searching on this and another forum, I've heard that a faulty OVP relay or a blown fuse in the glow plug relay could be the cuplrit.

Now the million dollar quesiton is where is the OVP relay on a 190D? I've looked at area behind battery where the Klima relay is. Only 2 relays in that area, the Klima one and a Kickdown relay.

Is it in the fuse box? It appears that there might be a missing relay there.

And the 2nd question is, where is the Glow plug relay? I've looked in the drivers side fender well and only see one fairly large black box, about 4"x5"x2". I can pop the cover on that, but dont see a fuse. I do see what might be some kind of fuseable link beween 2 screw downs, but that sucker is fairly thick and I dont see a 12v system burning that sucker through.

Any help is appreciated.
