This one was discussed in one of the megathreads and IIRC it is paper? top and bottom but it is divided into main and bypass sections. Unlike the all paper wix 51385 which is not divided, it is a full flow filter.

The Baldwin number is P102, I think.

I am cheap but I came away convinced that the Baldwin is worth the money.

I am referring to filters for the 617.

Edit: In one of those threads someone said the Fram Ch2930 looked good. That filter is made in Hungary. I don't think anyone cut one open to see what is inside. I bought two of them at Pep Boys and they do look good outside.
