shutoff valve

I took the first step in making sure the shutoff valve was secure. There seemed to be oil all inside the rubber connector and around the end of the brown hose with a blue line. I wiped and cleaned it out really good. Still won't shut off. I'll try blowing through the hose with air source and to see if that helps, should I blow air through the brown line from the shutoff valve that leads up to the dash or through something else? If this doesn't work.......

where can you get a mity Vac and how do you use it to check all of the lines.?

Or could it be possible that oil is down in the vaccum pump? How would you fix this.....
