If you can have someone shut the car off while you hold the vac line to the shut of solinoid, you should be able to feel the vacuum on the line by holding your finger to the opening. Also if you can put a vacuum sorce to the shut off solinoid , you can try to see if it shuts down the engine. This will tell you where to go next.
