Thanks for the write up. Now, I have to digest all this information. I recently had an emission test any my HC was rather high. I had driven about 35 miles from work and was first in line. I kept the car running and told the inspector about my drive from work. He then took the car into the bay with a high idle and did the testing, 15 mph first, 25 last.
