there's a self serve wash on the north end of Gilroy (East side of Monterey Highway, just south of the Leavesley intersection) that had an engine cleaner option on the panel the last time I was there, and I assume if that stuff can be used, it can be cleaned off as well. I steam cleaned my W123 turbo about 6 months ago, and it did a pretty good job, and no one complained. In addition there were no signs posted prohibiting that type of activity there.
