It could also be your modem or phone line. There is a speed test that I use to check my connect speed. It's at http://www.zdnet.com/feeds/cgi/framer/hud0002500/www.zdnet.com/cc/bandwidth/speedtest.html

My cable modem has been running only at ISDN speeds lately (120 kbps or so) but it seems fast enough for most web sites, including this one. If you're running a 56K modem, your computer very likely isn't the bottleneck. You don't say what kind of computer you have but I noticed only a little difference upgrading from a pentium 133 to a pentium III-650, at least in terms of text pages loading. Now, if you're running a 386 or 486 class machine, I'd say it's time to upgrade. My CPU was less than $600 at a computer show.
