U-tube intake rubber selaing ring problems

A few weeks ago, I started to hear whistling from the engine compartment whenever I accelerated. I quickly realized it was the turbo. So, I took a look under the hood, and saw that the U-tube was loose where it connects to the air filter. I tightened up the metal expanding clip, but that didn't work. I realized it was a problem with the rubber sealing ring in the tube. So, I got a new one, and installed it. My problem was fixed, until the rubber ring going around the turbo inlet was bad as well. I replaced that, and put everything back together. After that, the U-tube just fell off at the part that connects to the air filter. I looked at the rubber sealing ring, and every time I try to reconnect it, it will not seal around the air filter, but slip down the tube. Am I supposed to use some sort of adhesive to keep the ring from slipping or something?
