Rust Repair

I was considering making a post on the subject of rust when I happened to notice this one.

I have a 1987 300D with 150,000 miles on it which I love.
I've always been anticipating that I would have a complete paint job done.

Well, recently I was rear ended, and went to a reputable body shop for repair, and when asking about a complete paint job the technician pointed out rust underneath the paint near the windshield. He said once there is rust, which he guessed extended beyond the spot, that there is nothing that a repair person can do. This stupefied me and depressed me given that I live in California and this is a California car. I thought one of the benefits of leaving Chicago (the rust belt) was that I was leaving rust behind.

Any comments, suggestions, or help?
