Name one Company that has the ability to handle projects that size.....Not even Bechtel is up to that...only Haliburton is....and if you did it with a patchwork of smaller contracts who can organise such a thing...again there is noplace....and Haliburton runs it and pays the smaller subcontractors....
Like them or not there really is no other place up to the task.
